About the Agency

The BRICS Youth Energy Agency (BRICS YEA) (the association until 2018) is an international youth organisation established to provide for youth cooperation of Brazil, Russia, India, China and South Africa in the field of energy and to promote development of scientific and analytical potential of the youth.

Pursuant to the First BRICS Youth Summit Action Plan the first meeting of the BRICS Youth Energy Association was held on November 21, 2015 under the auspices of the IV International Forum on Energy Efficiency and Energy Saving (ENES) in Moscow. In 2017 the association was redesigned into the BRICS Youth Energy Agency to develop a scientific cooperation of BRICS youth and promote collaborative energy research.

The Agency’s activities were supported in the minutes of the Third Meeting of the BRICS Working Group on Energy Saving and Improvement of Energy, May 17-18, 2018 in Cape Town, South Africa as part of the Chairmanship of the Republic of South Africa in BRICS in 2018.

The meeting of the Russian Working Group on cooperation with the BRICS Member States in the field of energy, chaired by Deputy Minister of Energy of the Russian Federation Anton Inyutsyn, was held on August 28, 2018.  The Working Group noted the position of the Ministry of Energy of the Russian Federation and the Russian Foreign Ministry about ‘reasonable sense’ in forming and developing the youth agency in Russia based on the energy universities as well as supporting its forecasts on world energy development.

The Ministry of Energy of the Russian Federation, the Ministry of Science and Higher Education of the Russian Federation, Federal Agency of Youth Affairs (“Rosmolodezh”) were recommended to discuss the options for supporting the BRICS YEA in their activities within’ Russian energy universities, research and development in priority spheres along with preparation of the Chairmanship of the Russian Federation in BRICS in 2020.

The BRICS YEA is defined as an informal international youth organisation designed to provide a platform for a dialogue of the youth, consolidation of experts’, professional and student communities involved in developing the energy potential of the BRICS countries.


In recent years, the Agency has established partnerships with a number of organisations interested in development of youth cooperation in the energy sector of BRICS, in particular: the Global Energy Association (Russia), Russian National Committee of BRICS (Russia), BRICS International Forum (India), BRICS Observatory, University of Latin American Integration (Brazil) and others. On October 4-6, 2018, in Moscow, under the auspices of the International Forum on Energy Efficiency and Energy Development “Russian Energy Week 2018”, the firs BRICS YEA Summit was held, which allowed to form a spread network of partners.

Taking into account the need for comprehensive work to achieve the goals and objectives, the Agency considers it expedient to establish interaction with government authorities, representatives of the business community and academia of the BRICS countries, as well as with other stakeholders.


The Agency operates on basis of its representative offices in the BRICS countries, with the headquarters in Moscow (Russian Federation).

To facilitate the youth initiative and  the Agency’s international activities the Board of Trustees of the BRICS YEA was established. It will bring together industry leaders from the governments, companies and scientific community.

The scientific advisory body is the Expert Council of the BRICS YEA, which provides analysts and young scientists with support in their research activities, supervises research projects.

The highest representative body of the BRICS YEA is the Council of Representatives of the Agency, which develops a strategy for development of the Agency, assists in the implementation of programs and projects in the field of energy development in BRICS.

The sole executive body – Chairman – Director General of the Agency operates in accordance with the charter agreement of November 21, 2015.

Secretariat functions are performed by the Executive Office. The Agency also includes the Analytical Centre, the Sustainable Development Goals’ Platform and the BRICS Young Energy Scientists’ Platform.
